the world is clearly being split into BRICS and NATO - money and choices wise.

Such divisions are usually implemented after something drastic.
Wars are an example. A choice needs to be justified and an enemy needs to be created - for this new divide to last.

How would they justify this? They ll create a need.
The need is already there - helping "differently cultured" immigrants.
Give them smart money, for food, which cannot be used for anything else.
